The Development of Biotechnology and Politics: Seeking Biopolicy Governance

Abstract
Modern biotechnology is exceeding all previous limits of knowledge and experience, and the new social dangers embodied within it are forcing us to reconsider what were formerly fundamental human conditions. In particular, the development of biotechnology can cause not only ethical problems, but also political problems such as restrictions on individual freedom and autonomy, biocapital problems, political inequality, and instrumentalization of control and discipline. Since the response to these problems eventually results in the political realm, a political approach and research are required. In response, this paper proposes biopolicy governance as a political countermeasure to cope with these problems and argues a directionality and strategy of governance such as the openness to knowledge and information, participation to ensure civil society engagement, and the continuity of governance operation. The problems raised by modern biotechnology are no longer in the distant future, and I think that these studies are expected to contribute to prepare social discussions and alternatives to the problems that our society will soon face.
